Have you also tried from the incognito window of the Chrome?

Your user portal also has all the permissions approved for it that it asked for right?

Do you have a local firewall on your windows machine that you can turn completely off and try again?

If you're trying the android app, make sure you also try from LTE instead of wifi. Hope it's on latest android OS, PBX and android app version (4.0.15)
