Issues with Hunt Group going to VM

I am currently having issues with a hunt group not going to an extension's voicemail after not being answered.  

Example, hunt group 802 (Option 2 on the IVR) is set to ring to extension 304.  I have 304 set to go to voicemail after 30 seconds.  When the call is not answered after 10 rings or so, the call drops and does not go to the extension's voicemail.  

I tested putting in 8304 as the second call route if there is no answer but the system never routes to it, it still just drops if there is no answer on 304.

Any suggestions?
