Patton 4114 fxo gateway: 1 port will hangup, other one won't

I have a senario:

When a remote caller calls in and comes in port 0/0 and they hang up, the call hangs up.

When a call comes in port 0/1 and the remote caller hangs up, the calls stays...

 

-We are using patton 4114 fxo gateway.

-We are using 2 of the 4 ports.

-i think both number are verizon.

Does the gateway send sip BYE to the PBX when the remote caller hangs up?

Could be mis-configured disconnect settings, most US telco use a loop break to provide the disconnect signal (busy signal as well). See below for known working settings for DTMF and disconnects in about 10 cities around the US (all different telco's).
