Dial plan to pass +

The problem is PBXnSIP rejects calls that are dialed from a stored number in a contact list either on a soft phone or a Wi-Fi mobile phone such as the Nokia N95. Contact lists usually have the numbers in the form of +(country code)(number). I have tried dial plans with a pattern of +*, +1*, and * with various substitutions and nothing works. Is there a pattern that will simply pass the + if it is there and otherwise pass everything. One would think that * would work. It passes any other number of any length.
