Queue agent visibility from admin portal

PBX 69.3.2

I have a tenant with 8 queues, I can see the agents in all but 1 from the main web admin portal.  If I login as an ext. with queue admin permission I can see them and log them in/out, but not from the primary PBX domain admin.  

I have tried different browsers and no change.. I created a specific tenant admin and they cant see the same queue agents when they login.. all other queues are fine.
